Local Option Levies

There is a way that some districts have been able to raise funds outside of the Measure 5 limits, and this is through the passage of a Local Option Levy.

The Gap

Measures 5 and 50 limit the way that local districts can fund schools, but they can raise a few more dollars by passing a Local Option Levy that taxes the difference between assessed and market value of property, and differences in the education funding allowances under Measures 5 & 50.

The calculation of what can be gained by a school district through the passing of a Local Option Levy is pretty complicated.  Below is an example of how it works that was put together by ECONorthwest that hopefully will show readers how it works.

Several districts in the state have been able to do this while others have been unsuccessful in getting a local option levy passed despite many attempts.  When I get a list of the Districts that have local option levies, those that have attempted to pass a levy, but failed and those without levies I will post this information.
