School districts in Oregon are able to raise funds for capital expenditures such as building new schools through selling bonds that are paid off by tax payers who pay a  voted upon rate per assessed value of their property.  

School districts that seek to sell bonds put a bond measure on the ballot and if voters approve the measure they are able to sell General Obligation bonds.

Bond measures for capital are not subject to Measure 5 and 50 property tax limitations, nor to the equalization formula.
