The Oregon Constitution requires that any legislation that is revenue raising requires a 2/3 super-majority of both houses of the State Legislature to pass.

This makes it extrordinarily hard for the legislature to create laws that raise revenue.  Even in times of severe budget shortfalls, the Oregon legislature can't rely on raising taxes to bridge the budgetary gap, but must solely rely on cutting state services including K-12 education.
